One more question on the "OK" screens and recompiling MAME

For those of us who do not have the "recompiling" software/utilities on their computers, what is needed (Compiler? Drivers, etc. etc.)?

Also, what are the instructions (step-by-step) to do this "recompiling". I'm asking this because people are posting step-by-steps on what to modify, and where, and finish with "then just recompile!"

For us programming-unfriendly, what EXACTLY does that mean?
