http://www.mame.net/compilewin.html has an excellent section on compiling and www.mameworld.net has a forum dedicated to it.

If you don't want to do this, just use MAME R37B10 or previous for Atari Vector games and the latest MAME for new games. (If you go this route, you will need the samples files, PacFan's site should have them or I think they will be at www.mameworld.net
