If you aren't going to use all of these at once, I say follow Lilwolf's advice and have changable control panels.
An other thing you might want to do is have a couple of the devices share a port: for example, you could have the steering wheels and the trackball share axes: wheel 1 & trackX share the X axis, wheel 2 & trackY share the Y axis.
As for spilting the X/Y axis of a mouse so they control different players, EMU+ used to be a solution. Someone said the method don't work anymore, but you look on how at oscarcontrols.com in the spinner support section.
Mame:Analog+ is the other solution Lilwolf talked about. It can be downloaded from http://www.urebelscum.speedhost.com/download.html And unlike EMU+, it is still WIP. It can do multiple trackballs/mice in win98 or winMe if they are USB.
