Not exactly sure when mame started saving the .ini files to match the .exe name, but I know that if you rename r56 or r58 mame.exe to mameXX.exe, it will need mameXX.ini file. So they use different .ini files.

No, it doesn't add the new (feature) settings. However, most new versions don't add any new features, so there won't be anything "new", except the values of the settings you set in r58. You probably would want to keep the mame.ini file as well as copy it to mame58.ini so mame58.exe can use it. If new feature settings are added, you do need to rename the old .ini and do a mame -cc to create the new .ini w/ the new feature setting. Then open the new and old .ini files in a text editor, and copy the values you want the same.
