EmuWizard runs in Windows, similar to Raging Dragon, but it loads full-screen, and is skinnable, so it can look like whatever you want. It doesn't have as many options as Raging Dragon, but if Mr.Tomcat is only running Mame and Daphne it will do the trick also. You might be thinking about emuloader, which has a heavy windows feel.

: I thought that EmuWizard looked like it was on a windows OS. I haven't looked for a bit.
