I've never used a Jpac so I may not be much help with the mame part of your hookup but I'll try to answer general game questions.

Anytime someone selling you a cab tells you what's wrong with it, you should assume they probably don't know what they are talking about or they would have fixed it already.

Signs of a dead PS would be a glow in the monitor neck, but no picture, no game noises.

Get the jamma pinouts and check your voltages at the board close to the edge connector. You need the +5 and probably +12, the -5 may not be hooked up. If the 5 is too low there may be an adjustment on the power supply. If you're missing a voltage, check the voltage at the supply, and replace the supply, or bad wires. Don't forget to measure the 110 volts into the PS, it could be a fuse as well. The easiest way is to just buy a replacement, but the cheapest way is to use a pc. I don't remember what wires are what, you'll have to measure. Don't leave you PS on with no load for more than a few minutes. I usually solder the wires together and use heatshrink tubing, but sometimes I save the faceplate from the old powersupply and solder the new ps wires to it so I can still attach it with the screw lugs. For the power in I run 3 wires into the case attach them to the back of the outlet plug.
