Thanks for the ideas. I browsed Oscar's site tonight, and it mentioned EMU+, which allows for assigning the x axis of the serial mouse (steering wheel one via optipac) to player 1 and the y axis of the serial mouse (steering wheel two via optipac) to player 2. This way, I only have to use one serial port.
I purchased used (but in great shape) Indy Heat steering wheels and I just tested Indy Heat in EMU+. The red car and the blue car are now mapped to my red and blue steering wheels, using the buttons on the steeering wheels as the pedals.
Next challenge, get the analog pedals hooked up and working.
: I'm throwing in the towel because if I keep unscrewing those I-Pac/Opti-Pac connectors at the rate I am, I'll break them sooner or later.
