If you just want circles and squares, you can get a template at an office supply store for about $3. Draw it with a pen on blue graph paper.

Then print your words on a laser printer and use gluestick to put the words on the graph paper.

Photocopy that and color it with majick marker or colored pencil.

You could get some specialized PC drawing software to do it, but if you don't have any other need for it, then it's kind of pointless.

If you search the message board, someone had a java program that you could use to do a mockup of a panel, but it was somewhat hard to make things line up.
