The Windows port (er, not really a port, that's the tip of the development spear now) is inherently slower due to the overhead of the OS. It's pretty, it's easy, but you pay for it in performance.
The newer the version of Windows, the worse the overhead is. An absolute clean install of 95 (or 98 if you need USB support) may make it slightly better.

: Ever since I switched to using MAMEW versions (WIN32 one) certain games seem slower than before. Good example is Melt Slug X, play under older dos mame I would get 60fps on a amd 500, now under mamew it crawls on the same hardware. I've got it running on a WIN98 AMD 500 machine with direct x (latest). Just wondering if there is certain parms I can turn on/off to make the mamew go better?
