On my cab with a 19" arcade monitor, I would rank the following fe's in this order as far as clarity with an arcade monitor...

1.) Game Launcher

2.) Raging Dragon (w/ the Dimension skin)*

3.) ArcadeOS

*assumes you can properly display Windows on an arcade monitor. My blade3d + jpac rules!!!!

I've tried quite a few different fe's, and I think the above 3 are about the best for cabinets with limited keys available, although your mileage may vary. ;)
