Have you tried adjusting the contrast or brightness on your arcade monitor? It sounds like you have the older JPAC that doesn't boost the video signal level. PCs use 1volt video whereas arcade monitors usually use 5volt video. Adjusting the contrast might work.
I had this problem (before JPAC existed) on a Japanese sitdown cabinet that I hooked up. Adjusted the contrast and voila, I had a colorful picture. :-)

: I've done some more testing with a hard drive out of another computer. The SYNC OK led stays lit the entire time. In Windows, the light will flicker, but for the most part is on constantly. Yet there is no picture on my screen. Note, I did not expect it to work in Windows without loading the G400 program, but I did expect it to shut off.

: : OK, I finally got all my computer parts today (except HDD, that'll come tomorrow) and hooked up the JPAC to see if it would work. When I turn the cabinet on, the SYNC IN and SYNC OK leds light up, but there is no picture on the screen. However, there is a picture on the monitor I have attached to the VGA output on the JPAC... is this normal for some monitors not to show the BIOS screens? I'm not even sure which model monitor I have, but can tear apart the cabinet to find out if need be.
