I'm only getting appropriate display size for CPS-2 games by turning scanlines on - HELP

I am using MAME on a laptop an displaying both on the LCD and a TV (through the video card's TV out).
When playing CPS-2 games, I get a very small screen (with the correct aspect ratio, though) unless I turn scanlines on. I don't like doing this because it looks crappy on the TV. When playing NEOGEO games, I always get a display that spans the whole width of the screen.
Does anyone has any suggestions?
