Here is what I did.
Remove the TCP/IP protocol on the Win98 machine
Load IPX/SPX
Go into the properties on the IPX/SPX protocol and enable NetBios over IPX/SPX
Make sure the Workgroup is the same
Load NWLink IPX/SPX/NetBios on XP Machine
Make sure it also loads NWLink NetBios
Thats pretty much it. Its working for me and our setups are almost identical.
