TV Out Windows problem

My laptop runs windows 2000 professional with an ATI tv-out card. I've configured the TV to be the secondary device in the control panel/display/advanced section and changed the default format from US to UK and it looks great. Problem is when I save the settings they don't save. I've tried to save them under a new name and assigned a hotkey but when ever I reboot I'm back to no secondary device and US settings when I enable to TV.

Am I doing something wrong?

I can't log on as an administrator (work PC) but it doesn't say anywhere along the line that I have to be to make these changes.

Any help gratefully received - I'm going nuts!!
