No. You would still have to provide the appropriate frquency. From my understanding this just makes the video signal stronger (fixes the problem of your arcade monitor working great with the pcb board but really dim with the pc).

PC monitors usually take .7 to 1Vp-p and now the J-PAC is outputting 4Vp-p. This could kill a pc monitor.
