"artifacting" S-Video

Hi guys,

Thanks for all the advice. This board is great! One more question...

I just received my RCA 25" S-Video TV. When running MAME, I see a lot of "flicky" white pixels appear here and there all over the screen. This is especially apparent on screens with white type and black background and in Windows. I don't have these problems using the same S-Vid cable with a DVD player, only the computer.

Is this a problem related to video cards? I picked up a second hand 3D Rage II with S-Video out. Since I can't reproduce the problem with other devices, I' assuming its the video card. Can I expect the same with a newer card, say a Radeon? Any ideas, specifically, as to what causes this?
