You can run a true Dos system with 98 and it's easier. Plus you'll be running the most stable version of dos version 7.0. Win98 is nothing but a gui for Dos. You just change the, I think msdos.sys file to not load the gui. It boots as fast as regular dos but sets up the sound drivers for you and you have access to win98 if you need it. But it still holds true if you run from a clean dos install.
