Thanks Dave. I know the easiest solution would be to purchase a old Burgertime or Bump 'n' Jump cabinet where I could easily just swap the board (I read that this vertical board should swap into a Data East or Bally/Midway cabinet with ease), but in Boise, ID, no one is selling cabinets at all, much less for cheap. Plus, I like the idea of running all of my games (Mame and pcb) from one cabinet. Two cabinets might get me two months in the doghouse.
I know the Micomsoft solution will work, albeit expensive, so I'll keep that in my back pocket if needed. I'm sure I would have to create a cable that matches the pinouts from my vertical board to those on the scart connector. In the mean time, I'll pursue, as you say, converting to composite then upscanning to VGA. It will probably take me a while to figure out how to convert to composite, just as it took me a while to find the upscan boxes.

: Those cheap upscan converters you see will only upscan a composite signal. You could go the route of making your 15khz rgbhv signal into composite and then use one of these cheap boxes. I don't know off hand which IC will build a composite signal.
: I have the XRGB-2 unit from Micomsoft. Its expensive at $250, but it does a professional job of upscanning an RGB signal via the Japanese scart input (that 21pin connection). They are supposed to come out with a XRGB-2+ unit which will handle component in (probably make it more expensive) if you want to wait on that.
