Mamecab.com update

I read some of your suggestions and here's what I did:

-"How to Hack a Happs Trackball" by E. J. Pashukewich added. That makes 13 how-tos so far. Thanks E. J.

-New "Links" page added! It contains links to 8 different arcade front ends and a few other links.

-Updated all the links to outside sites to open in a new web browser window. This should clear up any problems about the links appearing misleading.

This includes fixing the problem with ICPD.
