Since several years, I use video card tv out and I was satisfied. First I use a TNT 2 Ultra (Xentor from guillemot), then a Geforce 2 GTS (leadtek). (both nvidia)
After seeing a vga to tv converter in action, for christmas, I buy one myself. It is named "vga tv show" from ab soft. It came with a remote control. It cost 150 €.
What I can say is that the quality has nothing to compare ! The converter is really great in quality. Windows in 800x600 (the resolution I always used for tv to watch divx, emulation, ...) is clear, no flickering, no black border to deal with. The box remember the different settings for each resolution. It can go up to 1280x1020. I put the box just being the coin door. So if I have to change settings, I open the door, take the remote control and made the change is easy ;-) (just need for new resolution to center the screen and the screen size)
The only thing I regret is that I don't buy one before !!!
