Component Video a simple/better option with this cable?

Wouldn't it be possible to hook up a regular old video card (with just a 15 pin Computer Monitor output on it) to a TV with component video in, such as this one:

using this cable? :

And wouldn't the picture be even better than some fancy card with s-video out?
