Monitor Troubles

I have a wells gardner 25 inch monitor. It works fine most of the time, but when areas of the screen "flash" when playing a game, the whole screen wavers up and down a bit.

An example is as follows:

when playing a fighting game and you or the opponent is low on life, the life bar flashes. This causes the whole screen to shake up and down just a bit.

If anybody has any suggested fixes, please let me know.
