You can see WINDOWS (640x480) on Your Arcademonitor 15khz. : normally this is IMPOSSIBLE when You connect thesame monitor to Your SVGA PC-CARD!! : You can only See ARCADEOS on DOS mode! : Windows on a ARCADEMONITOR of only 15khz?! You would need something to process the signal back into something a monitor could use. I was having the excat same problem you were having with the scrolling monitor. I re-stripped my wire ends and made sure they were all conected cleanly.
