Arcade monitor VS. TV

I'm building another MAME cabinet for someone, and they want the largest monitor that will fit into their cabinet. It's too small for a WG K7000, but a Hitachi 23" would fit perfectly. Unfortunately, I can't seem to find one now that I need it. I'm considering using a TV, but would like to know if there's a significant difference in picture quality. I'm also open to suggestions for a video card that would work best with a TV under Win98.
