Video Card Fraud - don't fall into this trap

I recently purchased what I thought was an ATI Radeon VE off e-bay. Received the card, and the s-video out does not work. Turns out the card uses an ATI chipset, but was manufactured by some budget Korean company (which probably doesn't even use the same TV-Out hardware as the real ATI cards.

The seller completely mis-represented the transaction, and I'm seeking a refund. I've seen the odd message here and there about poor video out quality from ATI cards, and other problems getting them to work - be sure to check you received a true, manufactured by ATI, product. You may have gotten suckered like I did.

ATI's website lists a way to tell under the tech support section. Basically, if it's a true ATI card, the box will list "Built by ATI." Cards based on the ATI chipset but manufactured by other companies bear the logo "Powered by ATI."
BTW, drivers for these partner cards are not maintained by ATI, so they are generally based on outdated reference drivers and suck.
