That's way too many controls that you don't even need. 2- 8-ways is good, the 4-way is fine. Can't figure out why you need 7 buttons per player. I don't know any that use more than six. I could be wrong though. Don't need the 4 buttons for the 4-way you can use the buttons for the 8-way. You can run 2 ipacs. I would suggest trimming down the control panel to what you know you'll use to start you can always leave room for more later. Plus you'd probably be better off building interchanbable control panels if you want all those controls so it won't be so cluttered. Lastly, The best cabinet is the one you get for free. Look for one that is beat that can take the controls you want with a modification. Don't worry about what controls are currently on it. I got one of those ticket machine games. But it had a control panel so I knew it would work. Plus it was in decent shape, only missing a peice of t-molding, with no nicks. I paid $20 so that was the best cabinet for me. Also if your not going to use the arcade monitor try to find one with out one it will save you money on the cabinet, on shipping and pain on your back getting it in the house.
