Here is my opinion...
Go for a TV, but only if you use S-Video. A TV feels more "arcade authentic" due to the scanlines, but you will get a lot of color bleeding (especially red) unless you use S-video. S-Video 25" TV's can be hard to find, but they are out there...

As far as the voodoo card...do yourself a favor and pitch it in the river. As far as I know, there is no official voodoo driver available for WinXP (you didn't say what OS). Get yourself an ATI instead...since it sounds like $ might be an issue. The ATI's have better S-video outs than the cheaper nVidia's.

Should I go with a 25Inch TV or a 19 Inch Computer screen for the same price. 189? I saw a Sansui or a magnavox 25 inch for about that price. Is it worth it to have that bigger screen, or the sharpest image? I want both which in a perfect world we would have, but not here. What do you guys think. If I went with the TV, I would have to have an output for it, which I can get the card which is a Voodoo3 3500. Now, I am already planning on setting up DVD on the computer so I can output the DVD to my TV. I could even use it to record games I get high scores on.
