If you aren't going to use player 1's 8-way at the same time you use the 4-way, you could hook up the 4-way's switches to the same inputs that player 1's 8-way are hooked to. This would also make the 4-way, instantly useable as player 1's joystick.
: I have my panel hooked up exactly the way you are talking about. If you loop from the i-pac to player 1 8-way joystick and continue to the 4-way it will work beautifully. I also use player 2's buttons for the 4-way. You have to set up each game but you only have to do that once. The wiring is kinda bad on my site but take a look and see if you can follow the wires. (Click on control panel and the picture is on the bottom. The wire goes from the i-pac 'right' to the 8-way 'right' to the 4-way 'right'. etc etc...)
