Run mame with no sound and see if it plays if so. You need to adjust the irq and other settings for your sound card. It is brutal but follow all the steps recommended at the PC2Jamma page. If you boot to win98 it will change back some of the settings you have altered. So you'll need to turn gui off and may be easier to use edit to modify the files. I got this to work with a sb16 pci and
a vortex 1 & 2. The big parts are making sure you add the initialize command for the sound card to the autoexec.bat file, make sure the card is on an irq below 10(5 is probably ideal), and spoof the card to make it act like an isa card. After the first time you do it it's cake but figuring it out at first can take a bit.
