I did something similar. 25 pins from a DB25 connector is perfect per control panel. Allows you to dedicate lines for joysticks + 8 buttons + lines for analog inputs and optical encoders, while keeping some lines clear for coin/start/etc.

Cheap to buy in bulk as well. Great solution
