What's the most reliable Mame setup under Win98 with arcade monitor?

Ok, all the parts are bought, assembled and the operation system is ready to be installed. I will be running Win98 so that I can play both Mame and several PC games. I have a 25" WG arcade monitor hooked to a Trident Blade 3d video card for the video. Will I need to use both VsyncMame and AdvanceMame with Mame32 to ensure the proper signal get's sent to my monitor? Or do I just use one or the other but not all three?

Lastly..Win98 frontends... Which should I choose for my setup? Is Raging Dragon the only front end in which I could include my PC games? (At least this is the assumption I am making from reading the Raging Dragon's readme.doc) And how would a front end know to use for example VsyncMame with Mame32 to ensure the proper output?
