Still confused...I want to run Windows on my arcade monitor, how?

I have read many back posts on here and still I am somewhat confused. If I wanted to run more than just Mame on my arcade monitor would a graphics card with TV out be all I needed to do so, or do I still need to get the converter? If I do need a converter what are the better ones out?

I have several pc games that I want to play on my arcade and I am guessing that I will have to boot into Windows on my arcade to do this right? I don't guess there is a way to get these pc based games into a front end? In other words I wanted to avoid booting into Windows if possible, or at least keep it from looking like you have to.
