First you have to connect the tv-out to scart
Video IN (pin 18 gnd,pin 20 + )and change to AV on the tv. After that turn the pc on most off the vga card wihtout monitor auto change to tv-out, if you don't want to disconnect the monitor after windows start's go to display porperties and change to tv-out, if the tv-out is not active check the connections only when the cable is connected the option for tv out is avaible.
