Why can't you just hook up TV/OUT to an arcade monitor?

I know there are a lot of people trying to find a way to run windows on an arcade monitor. Well, you can run windows on televisions through tv-out so isn't there a way that you can convert that tv/out signal to work on an arcade monitor through hacking or that sort of thing? Is there some kind of limitation?
