There were a few times I could remember on my Celeron 500 that I had a "stuck key" type of problem with the powerramp (like it filled up the keyboard buffer). However, I was using a disassembled powerramp with happ controls hooked up to it. I thought I had crossed a wire or something, because it was a really sloppy job. It fixed itself once in a while, and I never really narrowed the cause down. I made no changes to it, and hooked it up to a Pentium 233 (the machine in my arcade cabinet, and have never had a problem since. I figured at some point I would clean up the hack job, but it works so well now, it's hard to find the incentive to do anything new. I never suspected that the cause could have been the computer.

I know this prolly doesn't help your problem, but I thought I might have made a similar observation.
