Well 486 won't be able to run any at the correct emulated speed, pretty sure of that..
I'd say minimum spec would be a P100 for most of the old games..
Probably best buying the most power you can aford, and if you want to Run NeoGeo on MAME I'd say a P2-400..
I have a P2-450 and I can run almost all games, Mortal Kombat with sound is about 45 and SmashTV almost reaches 60 with real low quality sound.
Namco System 1 only just make 60, full throttle they bewteen 60 - 72 so I average a 10% CPU usage to spare, and thats with 16bit 44100khz sound.
