Mon-ARC is a DOS utility, when reference to Windows its means it can be dangerous when running in a MS-DOS prompt in Windows with Mon-ARC (although I run in MS-DOS prompt all the time), (due to a DOS program crashing for example, going back into Windows, meaning the frequency is out of bounds, i.e normal VGA output).
There may or may not be a Windows version of Mon-ARC, called WinMon-ARC and this will probably be only for the Matrox G400 and Voodoo cards (not secondary cards or VRUSH) and Arcade monitors supporting 25khz (Med Res).
As for Win2K support, I don't know.
