If you don't want to have a bolt head sticking above the panel, you could use "T" nuts. These would be countersunk in the top of the panel.

: checking out all the examples it looks like most people drill holes through their control panel and bolt the joysticks in place. On a temporary control panel I just screwed the sticks to the bottom of the control panel with wood screws. I haven't had problems yet but seeing everyone bolt theirs makes me wonder. Comments?
