The PC key problems can be eliminated by using the IPAC or Hagstrom encoder. It is also possible to hack a keyboard and not have ghosting - but it is a bit more involved.
If you are happy with the PSX joystick, then I'd use it. It really all depends on you - if you want a real arcade stick or are content with something else. Also, you need to consider the total # of buttons/joysticks you want to have. If you plan on 2 sticks and 5-6 buttons each, etc...go with a keyboard encoder.
