Here some things to try (some of these sound really weird, and may or may not be posible on your system [Win98 is the oddest of all Windows]):
(reboot after each)
remove the ps/2 mouse port from device manager(not the mouse itself).
remove each of the serial ports, one then reboot then do the same to the other.
disconnect the serial port mouse reboot then reconnect and reboot.
make sure the PS/2 mouse is running the drivers from its manufacter(not windows default)
