Use Optimame or Emuplus and read the section in the controls area of this site about Optical rotary joysticks. I know you want steering wheels not joysticks, but the method is the same.
Baically, one steering wheel will operate the mouse x axis, and the other will operate the y axis. In Optimame/Emuplus, you can configure what axis will control what from the Tab menu.
If you want to have more than two axes (three steering wheels for super sprint or two trackballs for marble madness, you will also need to use the special mouse drivers that come with OPtimame or Emuplus. Read the readmes for either of these two awesome versions of mame to see how to get that to work, But for a simple two axis setup it is easy as pie, no need for the special driver. Just hook up the controls and configure the settings and you're off and running.
If you buy or build any steering wheel that has a Happs style opti-encoder, you can connect it to the Happs serial or USB trackball interface or to the trackball interface built into the Hagstrom KE72-T.
