I have managed to get my spinner working flawlessly with Tempest, Arkanoid, and PolePosition so far.
I have left the "light chopper" intact, and tweaked mouse driver settings and MAME settings instead.
It is a std serial "mouse" on com1 serial port. Using the default "standard serial mouse" driver that Win98 selects when it detects it.
In control panel mouse Speed set to 3rd notch from right, acceleration turned off. this cured the jitters and reversal under hard spinning.
