PC needed for the Classics?

I am going to build myself a mini arcade machine. I only want it to play the 80's classic vertical games such as pacman, mrdo ,digdug, galaga ect ect.

I am considering buying a second hand PC to mount inside the cab what is the lowest spec PC I would need to play these games.
