From what I've heard a Celeron is one of the best performers with mame, even more so if its overclocked.

Get one that supports VESA 3.0 in hardware, one of these, whether PCI or AGP, is great with mame.
How about a

NO! Don't use DOS mame (where you get the best performance) with a PCI sound card! Mame HATES PCI sound cards!
