A drill would work I guess) and put a good size cutting "blade" on it that looked a little like a sanding disc that was about 2 inches in diameter. He mounted it to a board that had a slot cut in it so that the cutting blade would have a place to go, and so that the tool could lay down flat. He then mounted a small piece of wood the right distance from the blade so that it would form a guide to cut the slot for the t-molding perfectly straight...
