Well I just got off the phone with avermedia and they say their device is a frame buffer that outputs ntsc/svideo/SCART RGB . So It should do the job. (I'm ordering one next week!).
Other people might want to take a look at this.
The horziontal and vertical resizing looks real good to me. Finally a way to get win emus on a
15.5k monitor. Can anyone say usb controls?
