It is a mechanical difference not electrical

Yes the 4 way sticks have the mechanical movement limited. The one I have in front of me now has a plate which can be fitted in one of three positions, with a slot (2-way), circular hole(8-way) or diamond(4-way). The feel of an 8-way stick is not right when playing a 4-way game such as Pacman.
There is no metal graunching on this type as the plate and shaft are made of Nylon but I remember the ones fitted in original Pacman machines had a diamond-shaped hole which was actually part of the metal body and quickly wore into a circle! operators did'nt like to replace them as it made the game more difficult!
