Funny you should ask. I was wondering the same thing and just performed a series of tests right before looking over the message board. I set-up my system (Sony 32" Trinitron and PC w/Rage Fury 32 meg) so that it would allow me to quickly change between composite and s-video. I evaluated both the Windows environmnet and Mame games. The differences were apparent regardless of the tests. Sometimes it was subtle, other times not. Generally, I found the composite image quality to be fuzzier than s-video. S-video is still somewhat fuzzy, due to television's poor dot pitch, but not as bad. I, too, am looking at purchasing a 25" TV for dedicated mame use and was surprised, like you, at the price jump of TV's with s-video. Now, after the tests, and since this is going to be a permanent use for the TV, I've decided to go ahead and swallow that $100 pill. I now believe it's worth it.
