I had the same questions when setting up my first control pael. I got 4 empty cabinets - one of which was a Double Dribble and it had the original control panel....which is what I used as a reference.
Here are the specs:
22 3/4" wide x 6 3/4" deep
Joystick 1, 3 1/8" from left edge
Joystick 2, 14 3/16 from left edge
(Joysticks are 11 1/8" apart and works well)
Buttons are 1 3/8" from center to center
(Buttons are a bit cramped in my opinion)
