The reason is that most machines that are 15-20 years old have a couple layers of paint. I've had 4 cabinets and all of them had paint & sideart & another 2 more coats on top of that.

But I agree, if the paint is only one layer thick it woulnd't have to be stripped.

: There's no reason to strip a cabinet. If the paint that's on there is sticking (not lifting or peeling off), just sand it smooth and paint over it. If you are concerned about paint chemical incompatibilities, just put on a quick primer/sealer first. Much easier I think.
